On October 16, 2026, the Government of Ontario officially announced the relaunch of its Regional Economic Development through Immigration (REDI) initiative. Integrated into the Ontario Immigrant Nominee Program (OINP), this measure is designed to support rural and Northern communities across the province that are facing acute local labour shortages, particularly within the healthcare sector and skilled trades. This article details the mechanics of this initiative, the targeted regions, and the necessary steps for both employers and prospective candidates.

What Changes with the REDI Initiative

The REDI initiative is not a standalone immigration program, but rather a targeted approach within the existing OINP framework. The primary change is the allocation of specific provincial nomination quotas reserved exclusively for partner communities.

In addition to these dedicated allocations, the selected regions receive direct, hands-on support from the OINP. This includes organizing information sessions and providing dedicated support services for local businesses. The overarching goal is to facilitate and demystify the recruitment of foreign workers for employers who may not be accustomed to navigating the complexities of the Canadian immigration system.

Who is Affected by this Measure

This new phase of the REDI program, which will run until the end of the year 2027, geographically targets six specific communities and districts within the province.

The designated regions for the 2026-2027 period are:

  • Greater Sudbury
  • Thunder Bay District
  • Kenora District
  • Nipissing District
  • Rainy River District
  • Renfrew County

For candidates, the measure is aimed at skilled foreign workers who hold a permanent, full-time job offer in one of these six communities. The job offer can fall under any category of the National Occupational Classification (NOC), meaning it covers Training, Education, Experience and Responsibilities (TEER) categories 0, 1, 2, 3, 4, and 5. This broad eligibility allows rural communities to fill a wide spectrum of roles, from management to entry-level positions. Candidates must also meet the general eligibility requirements of the OINP.

A notable exception applies to healthcare professionals. Independent physicians who possess an Ontario Health Insurance Plan (OHIP) billing number and are licensed by the College of Physicians and Surgeons of Ontario (CPSO) can be selected under this stream without needing to provide a formal job offer or obtain prior position approval from an employer.

Key Dates and Figures

The REDI initiative relies on the OINP's Expression of Interest (EOI) system, which awards points based on various criteria, including the geographic location of the employment. Furthermore, strict financial and operational thresholds apply to employers located outside the Greater Toronto Area (GTA).

Evaluation Criterion or Eligibility RequirementApplicable Details and Amounts
Location Points (Northern Ontario)15 points (Sudbury, Thunder Bay, Kenora, Nipissing, Rainy River)
Location Points (Eastern Ontario)10 points (Renfrew County)
Location Points (GTA)0 points (For comparison purposes)
Minimum Employer Revenue$250,000 (Gross annual revenue for the last two fiscal years)
Minimum Employer Workforce3 full-time permanent employees (Canadian citizens or permanent residents)
Earnings History Points (Candidate)10 points (If earnings reached $80,000 or more in one year in Canada)

Note on earnings history: Following the October 2026 update, a candidate who has earned at least $80,000 CAD during a single calendar year in Canada (within the last 5 years, as proven by a Canada Revenue Agency Notice of Assessment) is awarded 10 additional points under the earnings history factor of the Ontario Workforce Priority Stream.

What to Do to Participate

It is crucial to understand that there is no separate application form or distinct portal for the REDI initiative. Access is granted entirely through the standard OINP Expression of Interest system, specifically under the Ontario Workforce Priority Stream.

Here are the chronological steps that must be followed:

  1. Employer Registration: The local employer must first register their business on the OINP Employer Portal and submit the detailed job offer.
  2. Candidate's Expression of Interest: Once the employer has submitted the offer, the candidate has a strict deadline of 30 calendar days to register their own Expression of Interest (EOI) in the OINP portal.
  3. Targeted Invitation Round: The province conducts draws. If the candidate's profile is selected during a REDI-targeted round, the approval process is triggered.
  4. Position Approval and Nomination Application: Following the invitation, the employer has 14 calendar days to submit the official application for position approval. Once this step is completed, the candidate can submit their full application for provincial nomination.

The Importance of Preparation

Although the REDI initiative offers a streamlined and prioritized pathway for immigration to rural and Northern regions of Ontario, the success of the application relies heavily on rigorous preparation. Employers must ensure that their business meets all financial and operational requirements before submitting a job offer on the portal. On their end, candidates must have all supporting documents ready—such as language test results, Educational Credential Assessments (ECA), and proof of work experience—to be able to react within the strict 30-calendar-day window. Close collaboration between the employer and the foreign worker is therefore essential to navigate this process efficiently and to ultimately contribute to the economic development of these vital Ontario communities.
